For example, the bonus for length of service with 25 years of service will be 40%. A bonus for conscientious work, which is paid no more than 3 times a year - from 50 to 100%.

Material aid

Another important component of the monetary remuneration of EMERCOM specialists is financial assistance. Its size cannot be less than one month’s salary per year. Most employees write an application for financial assistance addressed to their boss when going on another vacation, but in principle you can receive it at any time of the year. Moreover, if an employee submits a motivated report, the amount of financial assistance can be increased to 5 salaries.

Among the department's specialists there are also employees who have academic degrees and titles. The state also rewards for this. Candidates of Sciences receive an additional 3,000 rubles, doctors - 5,000 rubles. Those who have the academic title of associate professor or senior researcher have the right to count on 10% of their monthly salary. For professors, this amount increases to 20%.

The salaries of all EMERCOM employees vary quite a lot depending on the region. What is the uniform of the Ministry of Emergency Situations?

For employees of the Ministry of Emergency Situations, protective clothing is provided, which includes special shoes and equipment. Until 2006, this unified uniform had several versions and was issued to employees of the Ministry of Emergency Situations for experimental wear. In 2006, the Department of Logistics and Armament, together with the manufacturer, subjected a special set of employees of this department to modernization. The ranks of the internal service in the Russian Federation are identical to the badges of police officers. The rules contain a detailed description of each element of the form. What are shoulder straps?

Shoulder strap is a rectangular product with insignia located on it. These signs are:

Rank insignia can be located on the collar (buttonholes) or on the sleeves (sleeves).

Shoulder straps of the Ministry of Emergency Situations of Russia

The employees of this ministry are equipped with special clothing of the established standard. The summer and winter sets have the symbols of the Ministry of Emergency Situations of the Russian Federation. How to sew them to a jacket? This question is often encountered when it is necessary to equip outerwear with insignia.

The process of sewing on shoulder straps is simple. This work will require the necessary materials and knowledge. Having the necessary tools and step-by-step implementation guarantees an impeccable result.

What tools will you need?


  • Ruler.
  • Needles with a thimble. The presence of a thimble will protect your fingers from being injured by a needle.
  • A thread. It must be durable and match the color of the edging.
  • Pliers or tweezers. These devices are useful when pulling a needle with colored thread from a shoulder strap.

Completing of the work


The procedure for sewing shoulder straps consists of several stages:

  • Preparation of shoulder straps. The work consists of attaching insignia (stars, stripes) to an unsewn shoulder strap. When it is already sewn on, this procedure becomes more complicated.
  • The location of the shoulder strap on the uniform. It must be placed in such a way that its side away from the button rests against the seam connecting the shoulder to the sleeve in the tunic. The top edge of the shoulder strap should overlap the seam running along the shoulder by 10 mm. Thus, it is very important to shift the shoulder strap forward by 10 mm.
  • Attaching the shoulder strap to the jacket. This procedure can be completely performed using a thread of a different color (at the end of the work it is easy to remove). The shoulder strap is attached in three places: in the corners, at the point of contact with the sleeve seam and in the center. Pins can also be used for temporary fastening. This will prevent possible displacement of the shoulder strap on the jacket.
  • Sewing on shoulder straps. The work is done along its perimeter using stitches. This stage of work should be performed very carefully, so that barely noticeable points from piercing with a needle and thread are visible on top of the shoulder strap. The thread itself must pass from the inside out. In this case, it will not be visible, even if it is a different color than the shoulder strap itself. Each stitch must have an optimal length, which is 10 mm. To make the process easier, it is recommended to place the shoulder straps on the jacket so that their lower parts correspond to the seams with which the sleeves are sewn. This will make it possible to insert the needle into existing seam holes. Sewing should be carried out along the line of connection between the edging and its main part.

You can quickly cope with this work if the jacket is prepared in advance. It is recommended to use a thimble during the process itself, even if it works well without one. Those who have extensive experience in this matter note that it is difficult for a sewing needle to pass through shoulder straps. This situation can be corrected using pliers or tweezers. With these tools you can push the needle through like a thimble, or grab one edge and pull it through the shoulder strap. Using this technology, shoulder straps of various structures are sewn on: by police officers, the Federal Penitentiary Service, the Air Force and the Ministry of Emergency Situations. Shoulder straps are removed only from summer uniforms. The winter version does not provide for this, since shoulder straps are sewn onto the jacket, which are not removable.

How to sew shoulder straps to a uniform shirt?


Before you put on a shirt in the summer, you need to prepare it. A uniform is considered ready to wear if shoulder straps corresponding to the rank are sewn onto it. This procedure is not difficult to cope with. The work of sewing shoulder straps should be done carefully and consistently. The process consists of the following steps:

  • Uniform summer shirts are equipped with belt loops and loops intended for fastening shoulder straps and buttons. There are belt loops and loops on the shoulders. Buttons are attached using loops, and removable shoulder straps are attached using belt loops. Each shoulder strap comes with one button. Using it, as well as one regular button, you can create a removable design that allows you to quickly remove insignia from your shirt if necessary.
  • Fasten the button from the kit above the shoulder strap. A regular button purchased outside the kit is located underneath. Both buttons are sewn to the shoulder strap.
  • Using a thick strip of fabric located under the shoulder strap, secure it to the shirt. This is done by threading this strip into special loops.

The principle of operation of this removable structure is carried out using a large running button, included in the kit, and a regular one, purchased in a store. These buttons, when fastened and unfastened, allow you to quickly attach the shoulder strap, and, if necessary, also quickly remove it. In this case, some difficulties may arise during removal. The reason is that the loop for the bottom button is too narrow. This shortcoming is corrected by expanding this loop. As a result, the button will fit into the buttonhole freely. The work is considered well done if there are no jams during removal, and also if the removable shoulder strap does not loosen.

Each employee of the Russian Ministry of Emergency Situations is equipped with two sets of uniforms, which are used depending on the time of year. One of the requirements of the Wear Rules of 2006 is the mandatory presence of insignia on the uniform worn. Therefore, every employee of the Ministry of Internal Affairs, the Armed Forces, the Ministry of Emergency Situations, and other paramilitary forces must be able to sew shoulder straps onto their uniform.

In accordance with Part 3 of Article 40, Article 42 and Part 1 of Article 45 of the Federal Law of May 23, 2016 No. 141-FZ “On service in the federal fire service of the State Fire Service and amendments to certain legislative acts of the Russian Federation”* I order:

2. assignment of first and subsequent special ranks corresponding to positions of rank and file, junior, middle and senior command staff

1. This Procedure determines the procedure for assigning the first and next special ranks corresponding to positions of middle and senior command staff, as well as the first and next special ranks corresponding to positions of ordinary personnel and junior command staff, to employees of the federal fire service of the State Fire Service of the Ministry of Emergency Situations of Russia (hereinafter - Federal Fire Service) and citizens of the Russian Federation entering service in the Federal Fire Service (hereinafter referred to as citizens).

2. The first special ranks of middle and senior management are assigned by the Minister of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief (hereinafter referred to as the Minister).

3. The next special ranks of middle and senior management personnel are assigned by the Minister and officials vested with relevant powers, in accordance with Appendix No. 1 to this Procedure.

4. The first special ranks of ordinary personnel, as well as the first and next special ranks of junior commanding personnel, are assigned by authorized managers (chiefs) who have the right of appointment to the position.

5. The assignment of the first special ranks corresponding to positions of ordinary personnel, junior, middle and senior commanding personnel is carried out taking into account the qualification requirements for positions in the federal fire service, approved by Article 9 of the Federal Law of May 23, 2016 No. 141-FZ “On the Service” in the federal fire service of the State Fire Service and amendments to certain legislative acts of the Russian Federation" (hereinafter referred to as the Federal Law).

6. The first special rank is assigned to a citizen from the date of appointment to a position in the federal fire service.

7. Citizens who have previously served in military service, service in the federal fire service, state civil service and other types of state service, when appointed to positions in the federal fire service, are assigned special ranks by the Minister, authorized managers (chiefs) in accordance with Appendix No. 1 to this Procedure, not lower than the military or special rank held by the citizen at the time of dismissal.

8. The assignment of a special rank is formalized by order.

9. The period of service in a special rank for persons appointed to positions of commanding staff of the federal fire service shall include the period of service in the corresponding special ranks during the period of service in the federal executive authorities, taking into account the terms of service established by this Procedure.

10. For persons appointed to the positions of middle and senior command staff of the federal fire service and having the military rank of reserve officer, the period of service in the military rank is counted towards the period of service in the special rank of internal service.

11. For citizens who served (military service) in the relevant units of the countries of the Commonwealth of Independent States (hereinafter referred to as the CIS), other states and who entered service in the federal fire service, the ranks assigned to them during the period of service (military service) in the relevant units CIS countries and other countries are not taken into account.

12. Draft orders for the assignment of special ranks (with the exception of the first special ranks of ordinary personnel) are prepared on the basis of submissions (Appendix No. 2 to this Procedure).

13. Submissions for the assignment of the first special ranks of middle and senior command staff, as well as for the assignment of special ranks ahead of schedule or one step higher than the special rank provided by the staff for the position being filled, are sent to the personnel department of the central apparatus of the Ministry of Emergency Situations of Russia.

14. Submissions are drawn up by the personnel departments of the relevant territorial bodies, institutions and organizations of the Ministry of Emergency Situations of Russia, in which citizens enter service or in which employees of the federal fire service serve. Representations regarding federal fire service employees seconded to federal government bodies, other government bodies or organizations are drawn up by divisions of territorial bodies of the Russian Ministry of Emergency Situations, institutions and organizations of the Russian Ministry of Emergency Situations at the request of the government authorities where the federal fire service employee serves.

15. When assigning the next special rank, the submission is drawn up no later than 10 days before the day of expiration of the term of service in the existing special rank.

16. If the manager (chief) does not have the rights to assign special ranks, the submission is sent to the manager (chief), who is vested with the corresponding rights in the order of subordination.

17. Orders on the assignment of special ranks are issued as submissions are received.

18. Orders on the assignment of special ranks indicate the date of assignment of the special rank.

19. The assignment of the next special ranks of junior, middle and senior commanding personnel is carried out by separate orders.

20. In the text of the order, the special ranks assigned are indicated in descending order. If there is a large number of submissions, the special ranks assigned may be indicated in descending order for each unit.

21. The announcement of an order (extract from the order) on the assignment of a special rank is made by the immediate or direct supervisor (chief) at meetings, meetings or in front of the formation of personnel upon receipt of the corresponding order (extract from the order).

22. The assignment of the next special rank to an employee of the federal fire service is suspended in cases provided for in Article 44 of the Federal Law. When the assignment of the next special rank to an employee of the federal fire service is suspended by the personnel unit of the relevant territorial body, institution or organization of the Ministry of Emergency Situations of Russia in which the employee of the federal fire service serves, a decision is drawn up to suspend the assignment of a special rank (Appendix No. 3 to this Procedure).

23. An employee of the federal fire service whose assignment to the next special rank has been suspended must be familiarized with the decision against receipt no later than the day of expiration of the period of service in the existing special rank. The decision is attached to the personal file of the federal fire service employee.

In May 2016, the Law on Service in the Federal Fire Service of the State Fire Service (FPS GPS) came into force.

In this regard, the procedure for assigning the first and subsequent special ranks corresponding to positions of middle and senior command personnel, including employees of the Federal Fire Service of the State Fire Service of the Ministry of Emergency Situations of Russia, as well as Russian citizens entering service in the federal fire service, has been approved.

Thus, the assignment of a special rank is formalized by order. Draft orders for the assignment of special ranks (with the exception of the first special ranks of ordinary personnel) are prepared on the basis of submissions.

When assigning the next special rank, the submission is made no later than 10 days before the expiration date of the period of service in the existing special rank. There are cases of suspension of the assignment of the next special rank.

The previously existing procedure for assigning special ranks to private and commanding personnel was declared invalid.

Suspension of the assignment of the next special rank¶

1) the employee is at the disposal of the federal executive body in the field of fire safety or a unit - before appointment to a position in the federal fire service;

2) suspension of service in the federal fire service in accordance with paragraph 4 of part 1 of Article 37 141-FZ ( electing an employee as a deputy of a legislative (representative) body of state power of a constituent entity of the Russian Federation, a deputy of a representative body of a municipal entity, the head of a municipal entity, or appointing an employee to the position of head of a local administration);

3) the unknown absence of an employee due to official circumstances for reasons beyond his control;

I. General position

1. Employees of militarized mine rescue units (hereinafter - VGSCh), perform official duties in uniform, in the presence of service certificates, the description of which is approved by the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief, (hereinafter - EMERCOM of Russia) .

2. The uniform of VGSCh employees consists of dress and casual:

a) dress uniform is worn when receiving state awards, on holidays, at special or anniversary events, at official receptions;

b) everyday uniform (summer and winter) is worn when performing official duties.

3. Employees of the Directorate of Paramilitary Mine Rescue Units (hereinafter referred to as UVMSCh) of the Ministry of Emergency Situations of Russia, VMSCh directly performing the functions of prompt response to emergency situations and work to eliminate them when performing official duties wear uniforms with shoulder insignia, depending on the service group according to the “List” positions of employees of the UVGCh, VGChCh EMERCOM of Russia, to whom shoulder insignia are installed” (Section IV).

4. Uniforms and shoes are the property of the organization and are issued to the employee for temporary free use according to the standards in finished form.

5. The period of wearing (use) of an item of uniform and footwear is the period established by the supply norm for the period of time during which the item of uniform and footwear must be in the use of the employee.

6. The period for wearing uniforms and shoes is established from the moment the employee is approved in the position and is actually issued for wearing (operation).

7. The period of wearing (use) of uniforms and shoes used by employees during the summer or winter season is counted as one year.

8. When the wear period expires, when an employee is appointed to a position assigned to another service group, or when an employee is dismissed, uniforms and shoes are returned to the warehouse.

9. In the event of the death of employees, they are declared missing or declared dead, the issued uniforms and shoes cannot be returned.

10 In case of a change in the service group, uniforms and shoes are issued to these employees from the date of their appointment to the position.

11. Shoulder straps, as well as other insignia, are issued simultaneously with the issuance of items of uniform and footwear on which they are to be worn, for the period of wearing these items of uniform and footwear.

12. VGSCH employees bear financial responsibility for the loss and damage of 1 (through their fault) items of uniform in the amount of their residual value. In case of damage to items of uniform and shoes for reasons beyond the employee’s control (during the performance of official duties and other cases), it is permitted to issue new items of uniform to replace those that have become unusable. The wearing period for newly issued uniforms and footwear is counted from the date of issue.

II. Description of formal uniform items for men

13. Suit (jacket, trousers) black.

The jacket for the highest service group is made of woolen or wool blend fabric of black color, semi-fitting silhouette, double-breasted with an offset side fastener, has six uniform yellow metal buttons with the State Emblem of the Russian Federation arranged in two rows (for senior, middle, junior and ordinary service groups - three buttons in one row), turn-down collar and lapels, blue piping along the edge of the collar, golden-colored sewing on the collar with a special design. Sleeves with a cuff 8 cm wide, along the top of the cuff there is a blue edging. The jacket is lined in black, with interior pockets on the lined shelves. There are sleeve insignia on the left and right sleeves.

Straight-cut trousers with a stitched waistband, which has elastic tape inserts in the side seams and fastens with a button, with a central zipper. There are side pockets on the front halves of the trousers, and on the right back half there is a welt pocket with a flap fastened with a textile tape. Blue stripes (2 x 30 mm wide) are sewn onto trousers for senior staff on each side.

14. White shirt with long sleeves. Straight-cut shirt with a central side fastener with buttons in the color of the shirt fabric, a stitched belt with inserts of elastic tape in the area of ​​the side seams. On the shelves there are two chest patch pockets with flaps fastened with buttons. Back with yoke. Turn-down collar. Set-in sleeves with cuffs fastened with buttons.

15. A black woolen cap consists of a bottom, a band, a crown (wall), a visor and a braided cord. Along the edge of the bottom and the upper edge of the band there are blue edgings. The visor is varnished and prefabricated in black. The cap is lined in black with a faux leather forehead protector. Inside the cap there is a black lining. Above the visor, along the band, a braided cord of golden color is fastened to two shaped golden buttons. In front, in the center of the cap band, there is a cockade of the Ministry of Emergency Situations of Russia framed in the form of a metal wreath of golden-colored laurel leaves with an image of a wind rose (for the highest service group - a cockade with golden-colored embroidery).

For privates and junior commanding officers, a black strap is used instead of a braided cord. The visor is black plastic.

16. A black tie with a gold-colored bartack with the middle emblem of the Ministry of Emergency Situations of Russia. The tie is made in the shape of an elongated trapezoid, ending in a triangular edge, with a knot and clasp for attaching the tie under the shirt collar

17. Black leather shoes consist of a chrome upper, soles and heels. The heel and toe are hard. The inside of the shoes is lined with genuine leather.

III. Description of insignia

19. Shoulder straps are installed as shoulder insignia for employees of the VGSCH of the Ministry of Emergency Situations of Russia. The design of the shoulder straps was approved by the Heraldic Council under the President of the Russian Federation on February 21, 2011 No. A72-2-56.

The shoulder straps are an elongated quadrangle with parallel sides and a rounded top edge. Shoulder strap dimensions: length 13 - 16 centimeters, width 5 centimeters. The piping on the uniform is blue. Shoulder straps for the highest service group are made from braid of special weave; shoulder straps for senior, middle, junior and ordinary service groups with a smooth or braided field. The color of the shoulder strap field is set according to the color of the uniform items. On the field, the shoulder straps of the highest service group are placed along the longitudinal axis from 1 to 2 five-pointed stars with a diameter of 22 mm, embroidered with gold-colored gimp, superimposed on silk-embroidered stars of the same size in the color of the edgings; in the center of the star a pentagon in the color of the edgings is embroidered in silk.

On the shoulder straps of the senior service group, from 1 to 3 golden stars with a diameter of 18 mm with a golden shine between the rays are located along the longitudinal axis. In the center of the star there is a five-pointed blue star.

On the braid of the shoulder strap of middle and junior command personnel, from 1 to 4 (3) golden metal stars with a diameter of 13 mm, consisting of alternating rays and radiance, are placed along the longitudinal axis. In the center of the star there is a five-pointed blue star.

On the braid of the shoulder strap of senior and middle command personnel there are transverse gaps of golden color. Number of gaps: for senior officers - two; the average command staff has one. The gaps are located no further than 10 mm from the lower edge of the shoulder straps, the distance between the strips is 5 mm.

On all shoulder straps (removable under the button) a small VGSCh emblem is placed in the upper part.

Assignment of special ranks

General conditions for the assignment and retention of special ranks

Special ranks are awarded to employees of the federal fire service holding senior management positions President of the Russian Federation .
The first special ranks corresponding to positions of middle and senior management, and the next special rank of colonel internal service assigned by the head of the federal executive body in the field of fire safety.
Next special ranks, corresponding to the positions of middle and senior commanding personnel, up to and including lieutenant colonel of the internal service, as well as the first and subsequent special ranks corresponding to the positions of ordinary and junior commanding personnel, are assigned by authorized managers in the manner established by the head of the federal executive body in the field of fire safety.
An authorized manager filling a higher position in the federal fire service has the rights to assign the first and subsequent special ranks that are granted to the authorized leader filling a lower position in the federal fire service.
To the listener, adjunct during the period of full-time study at an educational organization of higher education or a scientific organization of the federal executive body in the field of fire safety, the next special ranks up to and including colonel of the internal service can be awarded in accordance with the position in the federal fire service, which he filled before entering training, subject to the conditions established by this article.
A citizen who first entered the service in the federal fire service, when appointed to a position in the federal fire service, is assigned the first special rank in accordance with the position being filled, but not higher than lieutenant colonel of the internal service, taking into account the provisions Article 45 141-FZ (see).

The length of service in a special rank is calculated from the date the employee of the federal fire service is assigned the corresponding special rank.

Assignment of the first and next special ranks

The first special rank is assigned to a citizen who first joined the federal fire service when appointed to a position in the federal fire service.
A citizen (employee of the federal fire service) is awarded the first (sequential) special ranks:
1) an ordinary internal service - upon appointment to a position of ordinary personnel, as well as upon enrollment in an educational organization of higher education of the federal executive body in the field of fire safety for full-time training as a cadet;
2) junior sergeant of internal service - when appointed to the position of junior command staff;
3) junior lieutenant of the internal service - when appointed to positions of middle and senior command staff.
The next special ranks, with the exception of cases provided for by this Federal Law, are assigned to an employee of the federal fire service sequentially after the expiration of the period established for service in the previous special rank, and provided that the employee fills a position in the federal fire service for which a special rank is provided , equal to the special rank assigned to the employee, or higher than the special rank assigned to the employee.
In the event of an unreasonable delay in submitting an employee for assignment to the next special rank, the corresponding special rank is assigned to him from the next day after the expiration of the period of service in the previous special rank.
An employee of the federal fire service, upon transferring to the last year of study at an educational organization of higher education of the federal executive body in the field of fire safety for full-time study, taking into account the provisions of Article 44 of this Federal Law, is awarded the special rank of junior lieutenant of the internal service.
An employee of the federal fire service who has graduated from an educational organization of higher education of the federal executive body in the field of fire safety through full-time study or is appointed upon graduation from an educational organization of higher education of the federal executive body in the field of fire safety to the position of middle or senior command staff, the special rank of internal lieutenant service is assigned regardless of the length of stay in the previous special rank.
The procedure for assigning special ranks corresponding to positions of senior management is established by the President of the Russian Federation.

Assignment of special ranks ahead of schedule or one step higher

An employee of the federal fire service, as a measure of encouragement for special personal merits, may be awarded ahead of schedule the next special rank, but not higher than the special rank provided by the state for the position he is filling.
An employee of the federal fire service whose term of service in the assigned special rank has expired, for special personal merits, as well as an employee who has an academic degree or academic title, may be awarded a special rank one step higher than the special rank provided for by the state for the position he is filling (for with the exception of special ranks of senior command).
Special ranks in accordance with this article are awarded in the manner determined by the President of the Russian Federation.

Suspension of assignment of the next special rank

The assignment of the next special rank to an employee of the federal fire service is suspended in the following cases:
1) the employee is at the disposal of the federal executive body in the field of fire safety or a unit - before appointment to a position in the federal fire service;
2) suspension of service in the federal fire service in accordance with paragraph 4 of part 1 of Article 37 141-FZ ( electing an employee as a deputy of a legislative (representative) body of state power of a constituent entity of the Russian Federation, a deputy of a representative body of a municipal entity, the head of a municipal entity, or appointing an employee to the position of head of a local administration);
3) the unknown absence of an employee due to official circumstances for reasons beyond his control;
4) involving an employee as an accused in a criminal case, initiating a criminal case against him - until the termination of criminal prosecution;
5) imposition on the employee of one of the disciplinary sanctions provided for in paragraphs 2-5 of part 1 of Article 49 141-FZ ( reprimand, severe reprimand, warning of incomplete official compliance, transfer to a lower position in the Federal Border Guard Service), - until the disciplinary sanction is lifted.
After the termination of the circumstances provided for in paragraphs 1-3 of part 1 of this article, the next special rank is assigned to the employee from the next day after the day of expiration of the period of service in the existing special rank.
In the event of termination of criminal prosecution on grounds giving the right to rehabilitation, the next special rank is assigned to an employee of the federal fire service from the date of expiration of the period of service in the existing special rank.

Assignment of special ranks to citizens who have served in military service, state civil service and other types of public service

Citizens who have served in military service, state civil service and other types of state service, when appointed to positions in the federal fire service, are awarded the first special rank in accordance with Articles 40 and 42 of Federal Law-141 (see, respectively) in the manner established by the federal executive body authorities in the field of fire safety, taking into account the assigned military rank, special rank, class rank or diplomatic rank and the length of stay in the military rank, special rank, class rank or diplomatic rank.
A citizen who is in the reserve of the Armed Forces of the Russian Federation, after joining the federal fire service as a private, junior, middle or senior commanding officer, is assigned a special rank corresponding to the military rank assigned to him, or a higher special rank, if in accordance with by this Federal Law he has the right to do so.
When entering service in the federal fire service as a middle or senior commanding officer, a reserve officer is assigned the first special rank one step higher than the assigned military rank, if by the day of appointment to the position he has served in the assigned military rank for a specified period of time during active military service or being in the reserve, but not higher than the special rank provided for by the state for the position being filled.
